Would Johnny Cabrera be allowed to steal in Mexico,unhindered?
If so,that's where he got this idea to just help himself to BOOZE--not food--BOOZE. You can picture what would happen afterwards: he'd get drunk,go driving and kill someone.
Better him dead than an innocent citizen.
