Obviously it is pointless to attempt to educate the vast majority of Blacks in an academic setting beyond the point of teaching them to read, write, and do basic arithmetic. Latest after 8th grade they ought to be funneled into some kind of vocational training.
Yet the country continues to pretend that this is possible. Hence all kinds of scapegoats must be found.
A never-ending story.
Sad and wasteful of not just money, but also human time and energy.
Bad students, not bad schools. Just the NAACP does not want to admit it is so.
