She’s a magnificent athlete named Ellie Marquardt, an all-American swimmer who set an Ivy League record in the 500-meter freestyle event as a freshman. Just before Thanksgiving, Ellie was defeated in the 500-meter, the event she held the record in, by almost 14 seconds by a 22 year old biological male at Penn who was competing on the men’s team as recently as November of 2019.

He is a man dude -- per NCAA rules, all that's required for a male to participate as a female is a year of testosterone suppression therapy.

It's worth reading to see how far gone/what liars these people are -- as an example, note this quote (from a doctor):
“Transgender student-athletes fall within the spectrum of physical traits found in athletes of their transitioned gender, allowing them to compete fairly and equitably.”
Here's the part about testosterone suppression:
A trans female (MTF) student-athlete being treated with testosterone suppression medication for Gender Identity Disorder or gender dysphoria and/or Transsexualism, for the purposes of NCAA competition may continue to compete on a men’s team but may not compete on a women’s team without changing it to a mixed team status until completing one calendar year of testosterone suppression treatment.
And about a 'mixed team':
Such a team is ineligible for a women’s NCAA championship but is eligible for a men’s NCAA championship.
So it appears that after one year of testosterone suppression (hormonal) therapy, a man can compete on a women's team, and that team will still be seen as a women's team, and is eligible to compete, win championships, etc, as a women's team.
