Same as in Chicago. Old Brownie the police chief brought in from Houston to "solve" Chicago crime. He had a secret plan. Such a secret evidently Old Brownie did not even know about it.
Get the Black Muslim Fruit of Islam bunch on the streets for intimidation purposes. The colored criminals will respect them.
