The one man had a firearm and fired warning shots to scare the dogs off but that did not work. Rather than shoot the dogs he allowed the mail carrier to die. He was more concerned about the dogs than a human being. That is not hardly the first time such a thing has occurred.
I'm surprised it doesn't happen more often.

Yes, I noticed that also, he was reluctant to "harm" the innocent animals, after all, they don't know what they are doing...We see the same being played out with feral humans, mostly of the dark skinned variety, a White cannot defend themselves against their violent behavior because they might be harmed in the process.
