UPDATE, Jan. 1: FORT HANCOCK, Texas -- State troopers on Saturday said an 18-wheeler traveling at an unsafe speed along a rainy Interstate 10 in Hudspeth County was responsible for triggering a crash with a recreational vehicle that killed an El Paso man and left 10 others hospitalized.
