In "target practice" murders, a black, whether on the sidewalk or in a car, sees a White riding nearby on a bicycle, or jogging by, and just blows him away. (Or two, as in an Orlando case, several years ago, in which a supposedly homeless black man standing on a sidewalk blew away two oncoming youngish, female bicyclists at night, which has long since been disappeared, after police euphemized that it was "drug-related.)
