Similar to Trump in 2016, Musk's rhetoric about free speech probably caused people to get their hopes up. Just like Trump was largely a disappointment as president ("monitor in chief"), Musk's handling of Twitter is proving to be a disappointment to many people.
But Musk is essentially the very public front man for a coalition of investors who helped him acquire Twitter. He answers to them as well. And he has probably realized he will not be able to make Twitter profitable via only cost cutting, selling blue check marks, subscriptions, etc. He needs ad revenue. And since Twitter has a poor track record as a company (it was never really profitable), Musk will need to show profitability and potential for growth in order to unload Twitter in a public offering, which I'm sure he and his coalition of investors plan to do, sooner rather than later.
People just willfully ignored Musk's ties to the establishment.
I do think Musk is sincere in wanting to eliminate the nastier aspects of pre-Musk Twitter, e.g. its mis- and disinformation policies, and censorship at the behest of the government.
But people who want to aggressively address black crime, white identity and displacement, immigration, the role of Jews, and other sensitive political topics, will not be able to do that on Twitter. A wave of account bannings over the last few weeks makes that clear. Many responsible people who did not use slurs or foul language, but addressed these topics, were banned.
You have to use Gab or Telegram for that.
