I doubt the Ugandans will care.
Uganda ought to join the growing BRIC+ trade alliance, which is also developing a financial transaction system independent of the USD. If that alliance gains momentum and continues growing, US sanctions won't matter nearly as much. Those nations can trade among themselves and pay each other without using the USD.
The US is shooting itself in the foot with these sanctions. Maybe in the head. All other nations can see that if you align yourself with the US, you are vulnerable to this kind of blackmail via sanctions. No self-respecting nation should submit to that.
