Do they have a moral clause when contracting with the teachers? Is there such a clause in the union contract? Probably not. Or just ignored.
The minute he walked on the premises,he should have been a)sent to a shrink b)suspended until properly dressed for a man c)arrested for attempting to titillating minors in a bizarre way.

Shop class almost has all only boys. A good chance for a male teacher of a certain persuasion to get close and personal with students.
