There are specific criteria you must meet to qualify for the Gates Millennium Scholarship. It includes:

Why is it that rich folks that have fair and square made a fortune always feel bad about their money? That was the object of their efforts after all, wasn't it?
The Myth of black invention. AH Yes, a myth. An improvement was made to an existing device but not the original device or process itself. That listing of black invention for improvements to an existing device only.
Like the ironing board for instance. Blacks like to claim a negro invented the ironing board. Actually it was an improvement. My thought was that if all you got to boast about is an improvement to an ironing board you don't have much to boast about.
