Every year there are Americans who are directly displaced by H-1B workers, even though that is, strictly speaking, illegal. But most victims don't bother to formally complain and follow up. It's a lot of trouble, and when you are out of a job not something you really want to spend your time on, since the outcome of the whole process is unclear. I think all involved know and wink to each other about this obvious reality. They know they can get away with it.
But often it also happens indirectly, e.g. a company decides to downsize its in-house IT staff and give the work to a contract company that employs H-1B workers. Or the work can be and is offshored (a call center).
Tens of thousands of the visas are awarded every year (in a typical year the cap is set at 65k new visas). And very few of them ever go back to where they came from, even though it's supposedly a "temporary" work visa (3 years, can be renewed 1x), not an immigrant visa.

But they apply for green cards and employers support them via what amounts to amicus briefs. Once they get green cards they start applying to bring family members.
It's all deliberately and openly very corrupt and dishonest. Like so much about America 2.0.
They gain a critical mass at a company, and take over management jobs. Then they start hiring their own (HR plays almost no direct role in a tech hiring decision). If you are white and looking for a job, you can find yourself in the uncomfortable position of talking to nothing but Indians and Chinese during the interview process. You get the feeling you will never be hired there, and even if you were offered a job you wouldn't take it, because the thought of spending 8+ hours/day around those people, in your own country, disgusts you.
In this way, they come to absolutely dominate technical employment at some companies. Cisco Systems is notorious for this. Also now IBM.

People who've visited Qualcomm in San Diego say they have a company cafeteria that serves little but Chinese and Indian food. Because nearly all the people you see in there are Indian or Chinese.
Who for the most part work cheap but do crappy shitty work.
Another sign of America being replaced as a country by "America".
