“Mexicans are known to not wear seat belts.”
It says they were/their car was hit (by a pickup) when backing out of a driveway (?), so I guess I can cut them a little slack about not having their seatbelts fastened yet:
Investigators said the victims — identified as two women — were backing out of a residential driveway about 11:15 p.m. Saturday in the 3300 block of FM 1942.
Perhaps this is just as relevant to the Mexicans angle:
“The pickup truck driver was taken to Lyndon B. Johnson Hospital, where a DWI investigation is taking place,” Beaty said.
Anecdotally, i.e., just looking at news reports, DWI is a big problem among Hispanics.

Connecticut woman killed in Queens crash, husband suspected of drunk driving
21 y/o male driver (who was 'taken into custody on suspicion of driving while intoxicated'), 22 y/o woman in back seat not wearing a seatbelt dies, 3 y/o survives.
Her name has not been released pending family notification.
Something tells me this 'Connecticut woman' isn't very Connecticut-y.
