CPD launches probe into racial slurs broadcast on police scanner

Interim Police Supt. John Escalante has ordered an investigation into “absolutely unacceptable” racial slurs broadcast on a police frequency that was recorded and circulated online, a spokesman said.

But late Monday, a spokeswoman for the Office of Emergency Management and Communications said the broadcast doesn’t appear to have been made with the use of a “city-programmed” radio.

“At this time, it is unknown who the unauthorized user is but OEMC will continue to work with CPD as they investigate the matter,” said Melissa Stratton, director of news affairs for OEMC.

Stratton said the audio “lacks identifying characteristics of an official police radio.”

A recording of the broadcast was shared on Twitter early Monday morning by Spot News, which reported the scanner traffic occurred at 8:26 a.m. Sunday. About halfway through the 88-second audio file, a male voice can be heard saying: “typical f—ing n—–s.”

Another male voice responds: “Find out what radio that comment came from.” Then a female answers: “We don’t get radio numbers, but I’m already hollering for my supervisor.”

Finally, a male voice says, “black lives matter, my a–, f—ing n—–s.”

CPD spokesman Anthony Guglielmi acknowledged the recording in a statement Monday afternoon.

“This morning, CPD was made aware of (an) inappropriate transmission on a police frequency,” Guglielmi said. “The statements made are absolutely unacceptable and Supt. Escalante has ordered an immediate internal affairs investigation into this incident. Should the investigation reveal that a member of the police department made the statements, he will be immediately suspended and disciplinary proceedings will be launched.”

Later Monday, after the release of the OEMC statement, Guglielmi added: “It is strictly prohibited for a Chicago police officer to use unauthorized radios to access frequencies. While I’m not going to say it’s never happened, certainly officers would face discipline if they cued up on air. . . . There needs to be additional investigation.”

The Chicago Police Department is trying to repair its relationship with the black community following the release late last year of video of an officer fatally shooting 17-year-old Laquan McDonald 16 times. The Justice Department also launched a pattern or practice investigation into the Chicago Police Department, which will look into racial or ethnic disparities in its use of force.

You cannot build relations with the black "community".The anarchy that is pervasive in the ghetto cannot be changed by being more tolerant of the crime and lack of respect that is a normal part of the black psyche.It s the same wrong response that liberals have in fighting terrorists or Russia and China.By trying to avoid showing strength--the other side detects weakness.The blacks will not change for the better because the police look the other way on criminal activity or if judges are more lenient.Blacks see that for what it is--an opening to commit MORE CRIME.
There s been enough handholding the last 8 years with Obama and all we ve gotten is more rioting,murder and crime--and blacks moving that crime into white neighborhoods.
An interesting story in the GR area is the fact that in predominantly black public schools,the graduation rate jumped from 46 to 50% ,while white schools graduated around 96%.We have a black school superintendant(that s how bad it is here in GR)who celebrated the news by calling this "a great accomplishment".The cynic in me says they dumbed down the black tests to get their accomplishments(and a bonus).
All I can say is...come on Trump!!!

This radio is referred to as an unregistered radio. So evidently when someone transmits the radio sends out a code that tells the supervisors who is sending. Or they use radio finger printing to identify the transmitter. This radio seems to be not on the network for some reason. Perhaps some agent provocateur with the BLM or radical anarchists is sending messages and posing as a cop?

It was the second story after three cops were wounded in a shootout. The media apparently regarded this as a very important story.

Some CPD radios use a digital modulation (P. 25) which require a special scanner to decode them. As a matter of fact, with this P.25 code and other digital techniques, (I haven't figured out my new Radio Shack Pro-668 yet.), all the CPD digital radios are ID'ed by a number because they are networked. This number will show up on your radio scanner.

Failing that, I understand that a technique of categorizing illicit transmitters based on their characteristic power up/ power down when you key the mic button exists for non-digital radios. Some ham radios can be modified for operation on PS frequencies, and commercial gear is readily available.

Now on the internet, you can actually buy these digital transceivers and software programming equipment. Seems like a lot of work for a prank.
