Even the entrance exam for the Chicago police exam is controversial.
They gave the written test some years ago and 33,000 persons took the test and half passed. A passing score was 50 %.
It was reputed that only two persons of the 33,000 got all 128 questions right and both were women but neither would be given any greater consideration for hiring than a person who got a passing score of 50 %.
Even Nolan the head of FOP questioned the quality of the person being hired by the CPD, those that maybe had a score of 50 %.

That police exam for promotion has been a controversial item for over forty years now.
And is a manifestly fair test. Been gone over by many experts, designed to be equitable, questions germane to the position, etc.
Eminently fair.
But NO some persons just cannot get along with others and make issues where there are no issues.
