A 22-year-old man was sentenced thursday in multnomah county circuit court to 17 years in prison for stomping a homeless man to death in old town last february while wearing the same blood-splattered sneakers he used to attack another man an hour before.
Elijah Nathaniel Williams pleaded guilty february 21 to the first-degree manslaughter of 46-year-old James “Tony” Wise.
“police found Wise shortly after 4 a.m. a year earlier, in a pool of blood near a tent where he was living on the sidewalk of northwest third avenue between flanders and glisan streets, court records show.”

Williams was convicted in 2015 of first-degree sexual abuse of a six-year-old boy when he was a 15-year-old freshman at centennial high school, and served four years in juvenile prison.
No reason for his act of murder is given in any article I can find, nor any speculation or hand-wringing about finding the reason for the “senseless” act. Of course, since it’s yet another black-on-White murder, nobody much cares. Reverse the races and they’d be searching high and low for some kind of past racial bias.
Williams is only 22 years old. Even if he serves the full 17 years he’ll only be 39 years old when he gets out. Still plenty young enough to molest more children and stomp more White people to death. And Derek Chauvin got 21 years?! Is there something about a black stomping a White to death that doesn’t merit appropriate punishment? Remember Jerrell Thomas, who stomped to death White man Kris Kime during the Seattle Mardi Gras race attacks? He only served nine years, while none of his gang of homeys who assisted served a day in prison.
I can’t find any coverage of this story outside of local reporting and even that was just the oregonian and kgw. abc, cbs, and katu decided it didn’t merit any mention, nor did any of the internet news aggregators pick it up. Only way you’d know about this one is if you lived in portland and happened to catch it on kgw, or spotted one of the two or three articles the oregonian ran on it.

There's the problem -- he was offered a plea deal -- the 'cheap sentence' was no doubt part of that plea deal.
Who is the prosecutor who agreed to offer him a plea deal? -- who is the judge who approved it? -- while uncommon, judges can reject such deals if they feel the reduced charge and proposed sentence is inappropriate.
He was on parole at the time of the killing:
[Four days after the attack, Williams’ parole officer called police to identify him as the suspect in Wise’s attack.]
Also his father is already in prison:
[Williams’ attorney, Russell Barnett, told Souede that his client had been estranged from his family for years, and requested that Williams be imprisoned at the Oregon State Penitentiary so he could build a relationship with his father, who is incarcerated there.]
You will not fix this problem without a wholesale change of those in power.

Doubt that boy will spend even half that time sentenced in prison. That is about common practice USA now.
Motive more than likely the perp just felt like doing so.
