They will pass out and accept tens of thousand of application, accept, then just throw 95 % at a glance. To do your duty on the border they will say requires a fluency in conversational Spanish. The border patrol did this same thing a number of years ago now.
One of the signs that tell you that America is falling apart will be the day a police officer hired USA that cannot speak English.
Not there yet but getting close.
