Possibly failed asylum-seekers (few people from those countries are formally granted asylum) who were allowed to stay anyway (geduldet) -- but the Green Party, which has some say in it, consistently blocks attempts to designate countries in North Africa as secure, which would make it more difficult for an asylum application to even be considered.
Instead of the criminal requesting a last cigarette before he dies,the criminal requests the cigarette--before killing the victim.

The man might not even have had any cigs to give them. That makes it worse I guess.
