"Hillary Clinton's running again"--THAT'S the setup.
The joke is,she's physically running--legs moving quickly,to hurry her to class--not "running" for President,the assumption the students are making at first.
Actual joke:Hillary has a stunt double with plumpy legs that MOVE the way Hillary USED to run many years ago(if she ever did.)

Plump legs and thank GOD we have never seen them. I think there was a photo from years ago of Hillary and Bill on a beach in swim wear and in a romantic embrace.
