The Walmarts here are too far out to go to.I've gone there a handful of times--maybe 5 in 20 years.

That leaves only 5 or 6 other stores in the metro area, plus one right across the river in Vancouver and another in Clackamas. The Portland city locations were a little smaller and didn't quite have the volume of goods than the stores in the burbs and square footage costs were probably higher, shoplifting a problem I'm sure but that's a problem in all the stores, worst might be Troutdale due to section 8 housing that brings lots of blacks and hispanics, whenever I go in there, seems like half the customers are non White. Walmart is like Starbucks, stores close but then more are spawned as the business climate changes. How many of these superstores do we really even need? If mom and pop business open up to fill the vaccum then maybe it's a good thing they're gone.
Too much stealing. Too much anarchism. Too many troublemaker. Too much bad across the board. Now in Portland an snowball gathering size.
And YES ma and pa stores gone now and probably forever. Void never going to be filled.
So technically, the black hair care products are being locked up again. Surely there's a beauty store somewhere nearby in a storefront nestled between a payday loan and a car title pawn, that is, the Financial District.
