Oh yeah, any space "plane" will have surveillance capabilities.

It's obvious to even a layman like me.

Also, if voting machine results were exfiltrated via satellite uplink then the "plane" would be able to capture this data in real time.

And if encrypted, then the capabilities of the alphabet agencies and the national labs could be used to crack the encryption.
