Maybe “severe weather” is a code phrase, and is interchangeable with “black violence”—without saying, “black violence”
Or an excuse to cancel (on a sunny day).
“A severe negro watch has been issued for Mamou until 9 p.m. tonight for the threat of a squall line of negroes moving through the area. Radar indicates a line of blacks forming and moving toward the downtown Mamou area. This alert has caused the city government of Mamou to cancel all Mardi Gras activity for the day, due to safety concerns.”
