99% of the problem is Mexicans being Mexicans.
Back off, "Mr. Public Safety" who should be focused on real crime instead, and the legislators who enable him.

If seatbelts were really as great as they say, then Allstate would be giving more than a lousy five bucks "discount" for "passive restraint device".
