Because of the other story about pumps failing,they don't need a plan for wiping out gangs--flooding the city is IT.

In their wisdom, our political leaders, with racist city councilthing Joanne Hardesty leading the charge, ended the police gang enforcement team: https://www.thetrace.org/2020/09/portland-police-racism-gun-violence-shootings-data-hardesty/
There was, of course, a sharp increase in shootings and gang related crime but Hardesty and her woke collabos didn't care, they just knew that young black men weren't getting "hassled" by police.
What the article didn't mention was that the police were required to shred all records relating to gangsters. Reason for that was that gang association was something that would stay with a young black man forever but it's not something you could be convicted of because what is a gang anyways? What happened was that police lost a database of information they had worked years to build and gangsters had carte blanche to do what they wanted even more than before. There are no cries in Portland to revive the unit even though gang crime is up sharply and unless there is a radical shift in voting patterns it's not going to happen.
Thankfully Hardesty was not re elected, even the leftist voters in Portland got tired of her act but the damage she did will stay with us for decades.
