Is Uvalde in the United States?
No,though income tax is collected by the IRS there,the unofficial boundary lines and demographics indicate it is Mexican territory.
Is the Uvalde mass murder indicative of Mexican crime in general?
Yes.In the last 16 years,340,000 people have been murdered in Mexico(source:AL Jazeera).If you move the previous "border" north,similar numbers of cartel related murders can be expected in the revamped Texas area(such as Uvalde)--along with other "run of the mill" slaughters.
Did MS-13 have any involvement in this?
Possible.Some indications are that the perp(Ramos)could not have possibly had the resources to buy the ammo and gun used in the Uvelde shooting,but that he was supplied it by the Mex terrorist group(zource ZH).

Why are Mexicans "immigrating" to the United States?
To retake the land they lost in various early 19th century wars.They feel it is THEIR land.Like the Muslims in Europe,Mexicans are annexing land without firing a bullet(until they start living there.)
Why do Mexicans drive so fast and lack auto insurance?
Part 1)Drunk,high and just plain loco.Part 2)It costs too much money to afford insurance,so they ignore the requirement.
Why does Biden prefer blacks and Mex over Whites?

Is the border lost for good?
Yes,barring a massive civil war.The new border is at least 100 miles north of the Rio Grande(the old border)and moving quickly in that direction.Arizona and California are partially Mex land now as well.
