Probably not by Twitter -- it looks like she deleted or deactivated the account herself.
I believe it's also possible to change your Twitter handle (hers was sophiethedainty) -- ? -- followers will still be able to see the account even though the handle is new -- but if you weren't a follower, the account with the old handle will look like it doesn't exist.
