That appears to be Roma Bluffs. Top of the bluff they have a bird watching platform. Stairs down to the riverbank quite steep. I think that platform closed now. Lara Logan filmed at night there the gunfire intense from across the river in Miguel Aleman, the Mex side. The amigo country.

As long as they say the magic word 'asylum', they are not illegal immigrants -- in fact, it would be illegal to turn them away and ignore the fact they expressed an intent to apply for asylum.
If turned away (the asylum industry melodramatically calls this a 'refouling'), per decades of established asylum law and practice they would be entitled to file lawsuits, and it is almost certain these would be successful, i.e. the court would condemn the fact they were turned away, and order the government to make the situation right by admitting them and processing their applications for asylum (at the least).
I've outlined all of this before.
One reason conservatards never manage to solve serious problems like this is that they are apparently too stupid to understand them correctly -- in this regard, I have some sympathy for the contempt many on the Left have for people on the Right.
