It's one of those posts made elective during the Jacksonian period that has remained so due to inertia.
With the decay of the intramural culture of the Democratic Party, you get candidates appealing to the worst instincts of partisan Democrats. The general electorate no longer offers a trace of critical distance. The incumbent attorney-general, now running for governor, is a failed public defender and legal aid lawyer whose license to practice lapsed in 1999.
