Illinois is one of the states that regularly reports annual population declines -- generally IL has been governed into the ground, and is now a fiscal mess: very high tax rates along with unpayable government/school employee pension obligations resulting from corrupt deals between politicians seeking votes and unions of government employees seeking high benefits but low contribution rates -- a simple internet search yields lots of info about IL's tax rates and public employee pension problem.
Professional blacks fed up. They too cannot stand the gangsters and the mayhem.
