I suppose it could be; with new people and a thoroughgoing rebuilding of its culture and a new definition of its responsibilities.
But it shouldn't be.
I recently saw a story where doctors lamented that due to the behavior of too many members of their profession during the COVID pandemic, the medical profession has lost the trust of a significant number of people -- which is probably true.
In the same vein, I will never trust the FBI again.

The FBI has been dishonest for a long time. Remember when the FBI denied the existence of the Italian Mafia?
