A Partial History of the Free Crimes Issued to black, illegal alien Subway Rapist, Fiston Ngoy, aka Jack Falcon

On Sept. 13, 2017, court records show, Ngoy was accused of walking into a Cuba Libre restaurant in Chinatown, harassing customers, drinking drinks off tables, and grabbing [sexually molesting] several people, including a server, before leaving. Police who responded found Ngoy — identified in the records as Jack Falcon — across the street and told him not to go back into the restaurant. A few moments later, as the officers were walking away, he grabbed someone else by the arm. Police arrested him and charged him with two counts of simple assault.

A day later, a few blocks from the U.S. Capitol, a woman told police she had encountered Ngoy on the street and he grabbed her buttocks and grazed her friend’s breast. He pleaded guilty to two counts of misdemeanor sexual abuse.

That plea triggered an immigration investigation for Ngoy, a native of the Democratic Republic of the Congo, who authorities say came to the United States in 2012 on a student visa and stayed in the country after the visa expired. After his conviction, Ngoy was taken into immigrant detention. But in December 2018, records show, the Board of Immigration Appeals found that the sex offense was not a “serious crime,” and ruled that he should not be deported. He was released from custody.

At some point, he moved to the Philadelphia area, where he had multiple encounters with police and was cited for public drunkenness and defecating between train cars at the 69th Street station.

In January 2020, he was charged with simple assault and related offenses after police said he broke a SEPTA Transit Police officer’s finger during a scuffle. Officers said they stopped him because he was illegally selling SEPTA fares at the Market-Frankford Line’s 15th Street Station.

Thus, he’s been an illegal alien for nine years. During that time, he has repeatedly been arrested for sexual molestation, various assaults, including assaulting and breaking a police officer’s finger, petty thefts, and criminal impersonation. And now, he has graduated to first-degree, forcible rape, though something tells me this wasn’t the first time.

And how does an arrestee get away with giving the police a fake identity?

These African alien invaders are mostly all young men, and they bring the same mentality with them they had back home.

But these articles always like to blame mass rape of women and children in Africa on "conflict zones" and while that might exacerbate the issue of sexual violence to a degree, they don't account for the fact that it's endemic within the culture itself. Ms. Gebre is now deceased but she is one person who went to her grave knowing she's actually done something meaningful with her life. She was born in Ethiopia and suffered FGM as a young girl, she emigrated to the US and got educated. Unlike the phonies we see daily in the media here who moan about being kept down by the White man, she returned to Africa and her home to help girls escape the cycle of sexual violence and mutilation that have been in practice since the dawn of time. She is credited for reducing FGM and marriage rape by about 90% in the region around her home village. I saw some estimates saying she may have reduced it around 3% nationwide in Ethiopia, which seems like a small number but that could still be 100's of thousands of young girls not mutilated or raped.
Is there even one single so called "activist" we see in the news everyday complaining about fake hate crimes or phony police harassment that has accomplished anything similar? No, not a one. Every time I see those bloated poseurs crying their crocodile tears, I feel nauseous.

Since he reportedly came on a student visa (? -- how many are normally issued to citizens of the DRC?), perhaps it's more relevant to look into that aspect.

A consular officer or other US State Dept employee ought to be very suspicious of someone from the DRC applying for a student visa, since they would be likely overstayers.

A student needs an 'F' (academic) or an 'M' (vocational) visa -- a prerequisite for either is acceptance to an approved Student Exchange Visitor Program (SEVP) school -- there's probably a list but I didn't look for it.

So reasonable questions to ask are: What was the SEVP approved school? -- Did he attend? -- If yes, how long was he in-status? -- When and for what reason did he go out-of-status? -- Was there any effort to find him? --

A student visa is a non-immigrant visa, i.e. it's temporary -- when you keep this in mind, any decision to allow him to stay after a criminal conviction is very strange, since at that time he had apparently been out-of-status for a long time on a temporary visa -- a decision to allow a non-citizen to remain is only appropriate for someone who's in the US on an immigrant visa (if even then) -- there is absolutely no reason whatsoever to allow an out-of-status alien here on a temporary visa to remain after a criminal conviction -- he was never given permission to remain permanently in the first place.

I hope someone in the media/with a platform will investigate this.
