They murdered the guy and the one perp is just charged with assault and armed robbery?
This 'reduction in bail' refers to charges of violent assault/armed robbery - a separate crime - that occurred ~ 2 weeks prior to this killer's latest adventure of 'shooting & murdering the compliant white guy walking his chihuahua' (note 'latest' - not 'last' - as it is a guarantee that sooner than later, he will be out on the street again).
The bail for this prior violent felony - only $3200 - allowed this degenerate to walk free, despite the fact that there were MANY additional similar crimes he had racked-up in his career.
IE, he had clearly demonstrated a pattern of regular violent criminal behavior that made him a serious risk to the public - but two judges agreed that such low bail 'met requirements'.
Very sadly, the only firestop to the record of bloodshed caused directly by pro-criminal 'DA' Larry Krasner (whose mission is nothing less than the total eradication of what remains of the old blue-collar neighborhoods of Phila) - US Atty William McSwain - who brought Federal charges against murderous thugs, where Krasner brought only 'manslaughter' (in some cases 'misdemeanor') charges for racially-motivated stabbings/shootings - has resigned (he was a Trump-appointee):
