Minority business designations have been a scam for decades. I knew two white men who started businesses and made their Hispanic wives the president of the firm--making them "minority" firms. When I worked for a large national construction company, my boss said we were required to have minority subcontractors. But some of the minorities were so uneducated that they were unable to do their own estimates. I had to do it for them so they could be hired as minority subcontractors.
I don't doubt it for one minute.Unbelievable how Whites carry blacks in "America".
