Not poor schools. Poor students. Doomed from the start by don't care lackadaisical attitude.
Chicago public schools "boasting" of an over 80 % graduation rate from high school. High school reading scores however most schools "reading at grade" the students below 10 % and most lower than that.
You end up with a graduating class of illiterate or at best functional illiterates.
blacks always blame schools for not learning.
blacks blame police for being arrested.
blacks blame Whites--for everything else.

Oregon once had one of the lowest high school graduation rates in the country and some have questioned why one of the Whitest states in the country has such low graduation rates. It's simple, it's because they actually expect you to earn a diploma in Oregon, they aren't just handed out:

As pointed out in the article, Oregon has rigorous requirements to earn a diploma, if not the most rigorous.
In recent years, Oregon dropped certain requirement to earn a diploma making it easier to earn one. There was a corresponding increase in graduation percentages:

Now the state has suspended graduation requirements even more, citing discrimination against "minority" students:

I'm expecting another surge in the percentage of high school graduates, especially among black and Mex, then political leaders will pat themselves on the back and brag about their achievement helping "underprivileged" students graduate. Ignoring the fact they are just handing out diplomas to negroes and mex who don't really deserve them.
When I earned my diploma, emphasis on earned. It wasn't handed to me, I was expected to do the work, which I did. It was simply, do what is required or you don't get a diploma. I remember a kid that transferred from somewhere back East, he appeared on a seat next to me in class one day and I'll never forget his shock at actually having to do his work and how hard it was to earn your diploma in Oregon. He must have come from some school with a lot of blacks where they just handed out diplomas to any warm body.
It was because Oregon was so White that they didn't coddle the kids, that's why we had low graduation rates but Whites can't complain like the negro or mex does. As the demographics have changed in recent years bringing more non Whites, especially negroes, things are changing, now they are demanding the same kind of lax requirements they get in states with higher percentages of low functioning negroes.
What's the point in handing out a diploma to bubba with an IQ of about 95 who spent his high school years bullying White kids? How much more rage will he feel when he realizes that the diploma isn't some magic piece of paper that will make life easy for him. Will he be more likely to beat some poor White guy to death out of rage? More likely to rape and murder a White girl? Pick up a gun and start shooting randomly?
Just get that certificate of attendance jokingly known as a high school diploma and it's on to COLLEGE where there used to be a big joke called remedial classes to make up for the K-12 you totally flunked. But remedial classes were too difficult so now they're letting you go directly into credit classes. So the faculty has to water down those classes and adopt grading gimmicks which amount to (here it comes again!) a certificate of attendance. Sure you're piling up thousands of dollars in student loan debt but alfred e. obama says "What, me repay?" If you choose well your college will even have culturally segregated dorms and segregated graduation ceremonies. You can do it all without any western civ; all you have to know is first world bad, third world good.
