There's the trans procedures like vaginoplasty and addadicktome (Rush's term) and then there's the FGM (female genital mutilation). I would guess that the trans side is about 0.001% of the procedures and the fgm is 99.999%.

And I would guess that the recently-passed hooray-for-us-aren't-we-good-people-for-doing-this protect children’s innocence act addresses only the 0.001%. (If it did, there would have been a huge uproar with media blasting the cair side.)

In any event, it doesn't matter. Name-That-Thune won't get around to moving it to a senate vote. And the sane states have already passed their own similar bills. The insane states would persist in non-compliance.
