If it wasn’t politically motivated then it isn’t a terrorist attack .

​ @rupertsmith5815 I understand that, but two suspects carrying out the attack together makes it organized and the attack looks like it was made after the Daesh playbook (targeting buses and trains etc with knives). Maybe if the situation was that the suspects were "just" fighting each other and others tried to break up the fight, there would'nt be 11 casualties...so to me it all points to a planned attack, which usually is a terrorist attack.
