It is certainly comforting to know Stockton has a black police chief. they probably wouldn't have solved this series of murders without his expertise:

Blacks are the best at everything. Police chiefs. Heart surgeons. Engineers. Computer hackers. Airline pilots. Etc. Whitey cannot compete with any of them. You see it in the movies all the time.
