It's a useless stunt -- the sooner cringe boomer conservatards like Abbott are put out to pasture, the better it will be for 'conservatism' (such as it is) in the US.
Hundreds of Ukrainian refugees arriving daily have a message for family and friends in Europe: the fastest route to settle in the United States is booking a flight to Mexico.
All 'refugees' are free to cherry pick where they want to apply for asylum -- they can simply transit thru Mexico to the US southern border; I'm sure the Mexicans will be happy to let them (and be rid of them).
If there was a 'safe third country' agreement with Mexico, these Ukrainians would have to think twice (at least) about doing this.
And note the want to 'settle' in the US permanently -- they don't want, or expect, and won't settle for temporary refuge.
An estimated 60K (!) refugees from Ukraine are already in Berlin (just one German city):
Personally I find that estimate absurdly low -- because that would mean half will eventually voluntarily return, which I seriously doubt -- and since politicians who need media approval do not like scenes of forced deportation, those who refuse to return will be allowed to stay, and the courts will no doubt back up the refugees (e.g. due to a court decision, Germany is not even allowed to send asylum tourists who have already been given asylum in Greece back to Greece).
