This is an interesting piece. In it, racist black prosecutor Kim Foxx dances around why she dropped charges against Smollett and let him walk without even paying restitution, when everyone knows it’s because he’s black. She even paints herself as a victim, because, you guessed it, she’s black.

All colored are all victims all the time. Just like they are all preachers, ministers, reverends, pastor, professors all the time too.

I think she explains the decision not to prosecute fairly clearly in this passage:
Given the reputational price Smollett paid, the $10,000 bond we held, and the fact that he’d never been accused of a violent crime, my office made the decision not to further pursue a criminal conviction. This story should have ended there, as thousands upon thousands of non-prosecuted cases do every day. ... Instead, taxpayers have since spent millions of dollars for the criminal prosecution of a hoax.
What she leaves unexplained is why, if she was (or is) so concerned about saving money, she decided not to ask Smollett for restitution -- since she more or less admits he perpetrated a 'hoax', which cost a lot more than $10k (which Smollett forfeited as part of the deal to drop charges) to investigate and charge (many charges were filed).
What reason did she give at the time? -- did she mention saving money by not prosecuting?

Foxx controversially announced that “After reviewing all of the facts and circumstances of the case, including Mr. Smollett’s volunteer service in the community and agreement to forfeit his bond to the City of Chicago, we believe this outcome is a just disposition and appropriate resolution to this case.”
So it appears she went with 'appropriate resolution', i.e. similar decisions are made all the time:
Foxx attempted to explain the decision-making on Wednesday. She told CBS Chicago that the Smollett case was treated like “thousands of others with the same level of offense, and the same criminal background.” ... “This case was treated like the other cases that have gone through our alternative prosecution model,” Foxx said.
So she doesn't explicitly mention saving money -- in fact, at the time when it still appeared Smollett was a victim, it looks like she tried to effectively increase the all-round expense by getting the FBI involved:
“Spoke to Superintendent Johnson. I convinced him to Reach out to FBI to ask that they take over the investigation. He is reaching out now and will get back to me shortly”‘ she said. Examples of messages from Feb. 1, 4, and 12 were released. ... A Smollett relative had said “Omg this would be a huge victory,” referring to the FBI handling the case.
Anyway, after the recent trial and sentencing, which no doubt did cost millions, she probably thought the financial argument would sound good so she threw it in.
She was pretty easily re-elected in 2020 (she dropped charges against Smollett in early 2019).
