Why would Wilmington, de be full of blacks?

Wilmington, de has a population of 73,000, so why would this small city be full of blacks? That's not what I've been led to believe, which is, blacks are infesting big cities and medium ones, but not small towns. Why Wilmington?

Yet we still see constant census numbers of 13% blackies in our country. I'm finding that number harder and harder to believe. Someone in government is lying big time.

N.S.: Perhaps when Whites saw that Wilmington blacks were already on a war footing during the 1960s, and the authorities did little about it, they hotfooted it out of there?
