The GOP controls the House hence the budget - one way to fix these problems is to cut off the money - by constantly raising the phony debt ceiling, the executive branch always has basically infinite amounts of money to spend - if they had less they would have to prioritize - if they still chose to fund crap like this, Congress could try to pass a law to ban it.

But the GOP is not real principled opposition.
