(Fox-Phoenix)Police say Raymond Pipkin went on a violent rampage in Avondale
AVONDALE, Ariz. - A suspect has been arrested for allegedly shooting at several cars on a west Phoenix freeway that resulted in the death of one driver, authorities said.

Avondale police said 29-year-old Raymond Pipkin has been taken into custody on suspicion of multiple felony charges including first-degree murder.


At around 1 p.m. on Nov. 19, police responded to reports of a suspect shooting at cars traveling on Interstate 10 before crashing into a motorcycle and other vehicles.

Police say it all started at a red light near 107th Avenue and McDowell Road and a witness told detectives the suspect was staring him down after they exited the freeway. According to the police report, the victim asked the suspect if they were "good," and Pipkin replied,
we are now" and fired into the vehicle.

The victim drove off and proceeded to head westbound on McDowell Road with the suspect following him.

Officials say Pipkin went on to shoot and kill 34-year-old Gabriel Sotelo and wounded a 14-year-old in the passenger seat. That was just a couple of blocks away from the first shooting near Avondale Boulevard and McDowell Road. Pipkin then crashed head-on with the motorcyclist.

Pipkin exited his vehicle, and punched another person before running from the scene. Police say at one point, Pipkin went up to a homeless man, asked him if he was ready to die, then shot him in the face. That victim sustained a gunshot wound to his cheek that and remains hospitalized.

Pipkin also fired at another car with a father and daughter inside, but they were not injured.

An eighth victim reported being shot at, but was not hurt.

Detectives say Pipkin confessed and said he felt guilty, but did not provide a motive.

(CNN)Investigators believe the man suspected of driving a vehicle into a group of law enforcement recruits, injuring 25 of them, committed a "deliberate act," and the case should go to prosecutors Friday, the Los Angeles County sheriff said in an interview.

The news came on Thursday, just before Nicholas Joseph Gutierrez, 22, was released from jail, according to records that indicated the initial complaint was insufficient to hold him following the incident in Whittier.

Yet authorities have "developed probable cause to believe it's intentional," Sheriff Alex Villanueva told NewsNation prior to Gutierrez's release Thursday, adding that that he expects the case to be presented to the Los Angeles County District Attorney's Office on Friday.

Investigators undertook an "exhaustive interview process" and reviewed video surveillance, physical evidence, and statements from the recruits and Gutierrez.

Gutierrez, 22, was released from custody at 9:49 p.m. Thursday, jail records show, and the sheriff's department insisted it had not made a mistake in freeing him.

"It's not like they arrested the wrong suspect," Deputy Deanna Mares told CNN late Thursday. "They just want to make sure the investigation is going to be complete."

Gutierrez is still considered a suspect, Mares said. Investigators simply want more time to collect evidence to present for charges.

Police are required to present a case within 48 hours of a suspect's arrest, and they were not ready to do that with Gutierrez, Mares said.

It was 'a tragic accident,' lawyer says
The 25 recruits from multiple law enforcement agencies were injured Wednesday when a vehicle drove into the group, an incident Villanueva initially labeled "a horrific accident."

The characterization changed Thursday morning when the department announced Gutierrez's arrest on suspicion of attempted murder of peace officers.
