Heather Mac Donald, the Fraud

Heather Mac Donald is a friend of a friend. Said friend, who had a long career with NYPD and was in Compstat [computer statistics] meetings for years, has explained to her repeatedly the NYPD Compstat numbers have been monkeyed with by precinct commanders and NYPD executives forever to make themselves look good.

Now there was a sea change regarding enforcement that played a big part in the drop in the homicide numbers, but the NYPD has ignored other factors; the switch from cocaine to opioids as the street drug of choice; the improved economy; the influx of Third World immigrants who have lower crime rates than native minorities; and drops in African and Latino populations (the Freakonomics guys and Steve Sailer dispute how this may or may not correlate with the availability of free abortion). Instead, NYPD commissioner after NYPD commissioner has acted like an Aztec shaman who gets paid fealty when the sun comes back after an eclipse. Simply, she is wrong about minority communities embracing cops (they never have, and never will), and further the efficacy of stop & frisk. Precinct commanders in their zeal to get promoted by “doing something” did too often encourage stops that had nothing to do with sensible policing nor probable cause. And that led directly to the nonsense of Shira Scheindlin’s federal courtroom.

N.S.: Heather Mac Donald is a fraud. Her entire career is based on years of lying on behalf of the NYPD. That’s why when An Old Friend sends me stuff by her on the antiversity, I refuse to run it. What am I going to do, run each “thing” with a preface, “I am running this article by notorious liar, Heather Mac Donald. Enjoy!”? Maybe I oughter.

I published my first exposé of broken windows policing, which I had initially supported, “Crime Stories,” in 1996 in Chronicles magazine. I have published several more since then, at Middle American News (RIP) andVDARE.

Policy debates consist, these days, of dueling lies, and Mac Donald is a Republican liar. She is also of the Ivy League/Overpriced Private University (OPU) world, while I am an Asphalt Leaguer, so there are many people who will credulously support her who won’t give me so much as a hearing, the facts be damned.

During the 1980s, Republicans James Q. Wilson (1931-2012), George L. Kelling (1935-2019), and Catherine M. Coles (the late Kelling’s wife and co-author), came up with this brilliant but credibility-challenged scam: We’ll show that we can triumph over race and ethnicity, and produce lower crime rates in a multicultural city than in a White city.

It was impossible, and in The Rise and Fall of New York City (1985) Roger Starr (1918-2001) explained why it was impossible, before they even got the chance to put their pie-in-the-sky program into practice.

One further thing; NYPD is now more diverse than any of the 5 DA's offices charged with enforcing the laws, and th2 2 US attorney's offices as well. And certainly more than the liberal salve of CCRB.

Be careful what you wish for; CCRB demanded NYPD cops get bodycams, and now that is standard. For the most part, close to 99% of the videos capture police/cvilian interactions showing cops wondering if they can get back that job at Verizon rather than deal with another collection of inner city project dwellers acting outand MFing everyone in sight. And now body cams have been deemed...wait for it...RACIST. There may not be a bigger waste of resources than CCRB, a colection of dance majors conducting "investigations" with no criteria nor framework, with a built in anti-police bias. An NYPD cop cannot enter generl denial. Every weekday it takes a good chunk of NYPD's manpower off the street to ask pointless endless questions. The vast majority are not lawyers. And when there is serious NYPD misconduct, NYPD's in house IAB and said 5 DAs and 2 US attorneys have not flinched from imposing discipline and criminally prosecuting cops.

The race/ethnicity of known Murder and Non-Negligent Manslaughter suspects mirrors the victim population with Black (62.4%) and Hispanic (30.8%) suspects accounting for the ajority of suspects. Asian/Pacific Islander suspects account for (3.8%) of all Murder and Non-Negligent Manslaughter suspects while Whites accounted for (3.0%) of the known Murder and non-Negligent Manslaughter suspects.

Every year the data is similar: practically speaking, nearly all homicides (and non-fatal shootings) in NYC are committed by non-whites -- that is, young non-white men.

Given that, one can ask: if the goal is to find criminals and get guns off the street, what constitutes a reasonable standard for 'probable cause' vis-a-vis these overwhelming statistics? -- and how much discretion should police be allowed?
