Already they are "backtracking". Indeed if this is true nothing of this sort has occurred since Pancho Villa over one hundred years ago. And also in keeping with Don wanting to declare the armed drug dealers as terrorists. That means more draconian measures can be used against them. Including hot pursuit across the border or drone strikes.
