Authorities said Antonio Davalos fled the scene after killing the 31-year-old man in 2004 and has been living in Mexico since the shooting. -
N.S.: mexican officials refuse to extradite their killers back to the U.S., unless American officials promise not to seek justice for the victims.

I think that policy is for all foreign nations period. No extradition to USA unless death penalty is excluded from possible punishment. Not just Mex.
