Chicago less than 20 % of murders an arrest made. That is not a conviction but merely an arrest. And often those arrested accept a plea bargain and get sentenced for a lesser crime than murder. 3rd degree conviction with five years max for what is probably a 1st degree murder case. Lots to times. Not uncommon.
