ATR: There is plenty of heavy manufacturing here in Texas, from semiconductors, to offshore oil platforms, to locomotives, to Toyota pickups.
Perhaps the problem is the labor force in Rockford?

East side of Rockford still good but declining. West side bad to very bad for a long time.
Rockford used to be high up on the Soviet bombing list. That was where the tools to make tools were made. That is gone a long time ago. The Swedish King whenever he would pay a state visit to the USA always made a point of visiting Rockford. So strong was the presence of the Swedish settler community to the area. That gone too a long time.
