“Chicago: Murders Exploded in January, While Overall Crime Died”
This is just to remind readers that chicago pols, both in and out of uniform, have been lying for years about crime in the windy city. Periodically, they announce that crime in general, or murders, in particular, have gone down. They’re always lying!
One rule of institutional reform is that, if a form of pathology or corruption is pervasive, even a smidgen of reform will require a massive change in practices.
For one setting, there will be no reduction in shootings, without police engaging in stop-and frisk.
For another, there will be no reduction in institutionalized test fraud in schools and colleges, without “educators” being arrested and prosecuted. (Many states don’t even need to pass laws criminalizing test fraud, because they already did, years ago, but they never bothered enforcing them.)

In 1980,Whites made up 46% of Chicago,blacks 39% and spics 13%>
Now,Whites,blacks and mex are all about 30%.
What was the better city? Probably 1980,because of more Whites--in government and in general. I used to subscribe to the Trib back then--crime wasn't this bad--not even close.
Or it wasn't reported then either.
