So you’re looking to escape from philly and get away from the shootings and the shoot-ups and the stench of a garbage strike-stricken city. Yes! A CRUISE. But oh, no, “carnival got tired of being the section 8 of the sea,” and instituted some new rules.

Carnival is wise to try to turn things around. However, the stable door has been left open too long, as the expression goes.
