As I say in the below-linked collection, to the degree that some types of crime actually did decline, this was due to the practice of Stop-Question-Frisk, which has since been ended.

It is time for me to explain why “broken windows policing” failed, and had to fail, but I have to find a commission for that. In the meantime:
